The Project aims at (i) upgrading basic rural infrastructure in poor villages in four provinces, and (ii) promoting community-driven sanitation development to contribute to achieving the Millennium Development Goal (MDG) target to halve, by 2015, the proportion of people without sustainable access to basic sanitation.
The USRI project includes an associated capacity development technical assistance (TA 7843-INO) to assist the Government to institutionalize sanitation related advocacy and training programs addressing the limited understanding of clean water use, hygiene practice and health. The assignment has two objectives: (i) assist the Government to strengthen the user groups (KPPs) in some neighborhoods that have been supported by the project with the intend that strengthened KPPs are able to properly maintain and operate the sanitation facilities in the long run; and (ii) help local governments to establish a unit within the local government structure that will be responsible to manage the waste water disposal/treatment and to support KPPs in operating and maintaining community-based sanitation facilities.
