Project Management Support (PMS) for National Urban Development Project (NUDP)

The Consultant’s task is to reinforce BPIW’s project management and coordination capacity by transfer of knowledge and to assist its CPMU in the overall management of the Project, including planning, budgeting, supervision, monitoring, reporting, training, and coordination. The Consultant is responsible for the design, installation and operation of the project management information system (MIS), the project web site, the complaint handling and resolution system, and the financial management system of the loan. Furthermore, The Consultant is responsible for establishing procedures and operational standards for the Project implementation. The PMS will be responsible for, but not limited to, the following tasks:

  1. Provide overall Project management assistance to CPMU;
  2. Support and facilitate coordination of NUDP activities and create synergies among all stakeholders;
  3. Assist in preparing annual work plans, programming, and budgeting;
  4. Ensure compliance in financial management, monitoring and reporting;
  5. Ensure high quality project implementation and results;
  6. Establish an effective and transparent monitoring and evaluation, including a feedback and complaint handling system and MIS;
  7. Ensure the proper application of all social and environmental safeguards and implementation of the ESMF. Specific activities include:
    • Ensure that all social and environmental safeguards as stated in the ESMF are properly integrated into Project planning and procurement packages.
    • Assist the CPMU in preparing “Standard Operating Procedures” (SOPs) to guide environmental and social impact management in Projects with potential adverse impacts.
    • When preparing TOR for other technical assistance to be supported under the Project, ensure that compliance with World Bank safeguards policies and Environmental and Social Code of Practices (ESCOP) as stated in the ESMF, and the World Bank Group EHS Guidelines are made a part of the TOR.
    • Assist the CPMU in environmental and social management capacity building and training relevant to NUDP activities, as per the ESMF, for both central and city level PIUs and consultants.
    • Assist the CPMU in monitoring, evaluation, and reporting on ESMF implementation and effectiveness in the planning process.
  8. Ensure adequate management capabilities for all Project stakeholders;
  9. Ensure timely delivery of reports; and
  10. Assist in other tasks and provide specific services.
