OSP for Implementation Support of PNPM Urban and UPP Advanced Program Package 5 – Central Java and DI Yogyakarta Provinces

Objectives Of The Assignment :The OSPs will be responsible to NMC on behalf of PMU/Satker. The OSPs conducts day-to-day program operations and quality at their respective region. The OSPs will report to NMC including on program planning, budgeting, supervision, monitoring, reporting, and coordination, to ensure that program implementation at regional/provincial up to kelurahan level is in accordance with the program guidelines and loan agreements.

The objectives of OSP of PNPM-Urban and Advanced Program consultancy services for FY 2011-2013 are:

  1. Ensure synergy of PNPM Urban and Advanced Program;
  2. Efficiently and effectively manage the implementation of the PNPM Urban and Advanced Programas articulated in the project manual and technical guidelines to ensure optimal achievement of the program objectives and performance quality at community and local government level and high level of performance and capabilities of Korkots and their assistants and facilitators in their coverage areas;
  3. Ensure comprehensive understanding of stakeholders on concept, strategy, procedures and mechanisms including goals, objectives, inputs, outputs, procedures and mechanisms through integrated capacity building activities;
  4. Manage and supervise provincial and city coordinator teams to ensure smooth, efficient, and effective program management, including but not limited to project planning, budgeting, supervision, monitoring, reporting, coordination, and performance evaluation;
  5. Ensure that the most appropriate implementation methodology are available and applied (grand strategy, implementation and technical manuals, Standard Operation Procedures (SOP), modules, MIS, complaint handling etc.) for ensuring that performance indicators of PNPM Urban and UPP Advanced program will be achieved.

Scope of Works :To achieve the above objectives, the OSP will have the following main scope of works:

  1. Assist NMC in overall planning, implementation, and monitoring of the program, including in managing provincial consultants, city coordinator, and facilitator teams;
  2. Ensure overall performance of the programs, including quality of supports and substances in implementation of the program;
  3. Assist NMC in ensuring consistency of policies and guidelines among various development partners (IDB, PSF, WB, and others);
  4. Ensure implementation of Better Governance Action Plan;
  5. Manage overall capacity building activities, including formulation and review guidelines, capacity building strategy, curriculum development, training modules, socialization media, and mass communication as needed, in coordination with the R&D team;
  6. Manage overall monitoring of the program, Management Information System (MIS) and data management, project web-site, complaint handling and Financial Management Report (FMR), and Human Resources Development (HRD);
  7. Manage overall implementation of Financial Management (FM) and Revolving Loan Fund activities (RLF), including formulation of strategy, technical guidelines, modules, and performance evaluation;
  8. Manage overall implementation of infrastructure, social safeguards, environmental safeguards, and Disaster Risk Management (DRM), including formulation of strategy, technical guidelines, and performance evaluation;
  9. Develop strategy and guidelines to encourage sustainability of the program at Local Government, including performance evaluation, through channeling, partnership program (including PAPG), local economic development, etc;
  10. Manage overall implementation of Neighborhood Development (ND), including formulation of strategy, guidelines, and performance evaluation;
  11. Conduct performance evaluation for consultants and facilitators;
  12. Prepare reports of program implementation as required;
  13. Contingency activities.
