- Preparation Stage: Together with the Provincial PISEW Assistant, prepare the provincial-level program work plan, facilitate and support the implementation of district socialization, and evaluate the preparation stage at the provincial level.
- Planning Stage: Coordinate Community Facilitators and Field Supervisors, conduct the 1st, 2nd, and 3rd sub-district meetings, prepare the Sub-District Social Economic Infrastructure Development Plan, prepare the Detailed Engineering Design (DED) and Budget Plan (RAB), and evaluate the planned infrastructure against the Development Plan.
- Pre-Physical Construction Stage: Conduct evaluations according to the indicators and variables prepared by the Central Management Consultant (KMP).
- Physical Construction Stage: Supervise the implementation of physical construction.
- Consultant’s Authority Scope:
As a provincial-level consultant, KMT is authorized to:
- Prepare control SOPs to be implemented by TAK, FM, and Field Supervisors.
- Revise the schedule and implementation targets based on the evaluation of reports from TAK, FM, and Field Supervisors.
- Select areas to be visited (random sampling).
- Recommend actions to respond to received complaints.
- Provide technical advice during the construction/physical development stage.
- Review and acknowledge technical drawings (shop drawings and as-built drawings) prepared by the contractor.
- Evaluate and replace TAK or recommend the replacement of FM and Field Supervisors with poor performance.
