City of Malang in the EJUDP II has built city infrastructure, among others are procurement of equipment for garbage, construction of new cell at TPA Supit Urang, and modul sewerage at several sub-districts. Development of city infrastructure basically is to serve the basic need of community’s housing in order to obtain good living quality such as safety, good order, smoothness, and welfare (ATLAS). The city keep growing and developing, while the government capability is limited. To overcome these problems it requires community participation in supporting and managing their own infrastructure
