In order of improving basic education, The Government of Indonesia through Ministry of National Education, obtained loan from the World bank to increase education in three
Provinces: Bengkulu, North Sumatera and Riau. The main objectives of the basic education improvement project are: (a). Reducing the impact of economic crisis on pupils and the school through provision of scholarship for Junior Secondary School (SLTP)’s pupils and provision of block grant to the poorest Primary School (SD) and SLTP; (b). Development of capacity for institutions related with basic education management in order to give efficient basic education services to the community
