To provide comprehensive support in managing and implementing the District Development Program (PPK), ensuring effectiveness, accountability, and community-driven development across target regions. Scope of Work – Management Consultant for PPK: Program Coordination & Implementation Support: Facilitate planning and execution of PPK activities in participating districts; Support stakeholder engagement including communities, local governments, and project units; Coordinate with national-level agencies for consistency in implementation; Capacity Building: Train district and sub-district officials in participatory planning, budgeting, and monitoring; Develop manuals, guidelines, and tools for program rollout; Financial & Contract Management: Oversee disbursement procedures aligned with World Bank requirements; Ensure transparent procurement and financial reporting across program components; Monitoring, Evaluation & Reporting: Establish systems for data collection, performance tracking, and results-based monitoring; Prepare quarterly and annual progress reports to CPMU and funding agencies; Technical Assistance: Provide advisory services on infrastructure development, institutional arrangements, and policy alignment; Ensure gender and social inclusion objectives are embedded in program delivery; Risk Management & Problem Resolution: Identify implementation bottlenecks and propose corrective actions; Manage challenges related to terrain, access, institutional coordination, and community readiness.
