Toll road land acquisition technical assistance activities are intended to help Work Units carry out Toll Road Inventory and land acquisition, therefore more quickly, effectively and efficiently in accordance with the targets of the Ministry of Public Works.
The objectives of the Technical Assistance Team’s activities are:
- Assist develops standardized, toll road land acquisition information systems for officers in the field in accordance with applicable regulations.
- Collect and process toll road land acquisition data from the field, and present the information needed for decision makers.
- Monitor the progress of land acquisition and identify problems and obstacles, as well as recommend resolving steps in order to accelerate land acquisition.
- Assist resolve problems that arise in the implementation of land acquisition.
- Assist prepare the materials and steps needed in planning and controlling toll road land acquisition so that it is faster, smoother, more effective and efficient in accordance with the targets of the Ministry of Public Works.
This land acquisition technical assistance team is attached to the land acquisition Commitment Making Officer (PPK) organization under the Inventory and Land Acquisition Work Unit with the scope of activities including:
- Assist PPK in conducting outreach and outreach to the community/land owners.
- Assist PPK in accompanying P2T in inventory activities of land, buildings and plants as well as land-related objects, especially in calculating the results of the inventory.
- Assist the PPK in supervising the price assessment (appraisal) by the land price assessment agency/team, especially regarding the calculation of the appraisal results.
- Assist PPK in deliberations with land owners, especially in strategy, preparation of materials and documents.
- Assist PPK in ensuring that land ownership documents paid for are complete and valid in accordance with applicable regulations.
- Assist PPK in documenting and archiving all land acquisition activities referring to the standard PPK filing system and documentation established by the Directorate General of Highways.
- Provide legal opinion to the PPK regarding a problem or event that has been/will be addressed in the land acquisition process.
- Accompany/represent PPK in resolving legal problems both before law enforcement and courts in all jurisdictions (legal areas).
- Monitoring and controlling land acquisition, collecting data, identifying problems and providing recommendations for solutions, including assisting PPK in resolving these problems.
- Implement the land acquisition SOP, format and land acquisition reporting system in accordance with the provisions of the Directorate General of Highways.
- Check and verify the UGR files listed in the nominative in accordance with land administration requirements and sign the results of the verification.
- Search for and persuade land owners to accept as much UGR payments for their land as possible.
- Assisting PPK day to day in accelerating the implementation of land acquisition.
