The Technical Assistance for Preparation of Technical Materials (MATEK) and Draft Regional Head Regulation (RANPERKADA) for Detailed Spatial Plan (RDTR) Package-2 Lot 4: Southeast Sulawesi–4 is intended to support the acceleration of RDTR preparation as an instrument for spatial utilization control and as a basis for business licensing through the Online Single Submission (OSS) system. The RDTR preparation considers physical, social, economic, environmental, land administration, disaster risk, and climate change aspects, while applying a participatory approach and the principles of the Environmental and Social Management Framework (ESMF).
Source of Funding
The assignment is part of the Integrated Land Administration and Spatial Planning (ILASP) Project, supported by the World Bank. Its implementation refers to the ILASP ESMF, applicable laws and regulations, and relevant norms, standards, procedures, and criteria (NSPK) for RDTR preparation and integration into the OSS system.
Scope and Objectives
The assignment covers preparation, data and information collection, data processing and analysis, spatial planning concept formulation, preparation of RDTR technical materials and RANPERKADA, and preparation of supporting documents for substantive approval. The analysis covers spatial structure and pattern, land use, population, socio-economic conditions, infrastructure and transportation, environmental conditions, disaster risks, climate change, and zoning characteristics and suitability.
The assignment under Lot 4 covers North Konawe Regency (Lasolo District) and North Kolaka Regency (Batu Putih District), Southeast Sulawesi Province. The key outputs include RDTR technical materials, RANPERKADA, 1:5,000-scale digital maps, SEA/KLHS documentation, zoning regulations, and supporting documents for substantive approval, providing a basis for orderly, sustainable, and climate- and disaster-responsive regional development.
