Border area of Belu Regency comprises of border land area with Timor Leste along 255,4 km and sea border with Timor Leste and Australia, which these area’s development are extremely influenced by the situation and condition of the Neighbor Country such as : Timor Leste’s refugees, illegal immigrants, and illegal trade; As it is mandated by the Law No 26 Year 2007 concerning Spatial Planning, the Article No 32 stated that the spatial utilization program can be implemented vertically or through space utilization within the earth. Spatial utilization program with its cost can be developed into main program indication, which is mentioned within regional spatial plan, and implemented in stages according to the main program indication’s period stated within the spatial plan; The implementation of spatial utilization is synchronized with the implementation of its surrounding spatial regional administrative utilization by considering the minimum standard of utility and infrastructure services; Considering the complexity of problems along the border area and partial handlings on each sectors, it result in un-integrated spatial development which often cause inefficient use of the available resources. Therefore it requires Synchronicity on Spatial Utilization Program at the Border Area of Belu Regency, NTT Province.
