Rencana Pengembangan Kawasan Kedungsepur

The purpose of this activity was compiling PUPR infrastructure and other (non-PUPR) strategic infrastructure development plan and program in Kedungsepur Urban Area, which was integrated in inter-sector, inter-region, and inter-level of government based on long-term (10 year), mid-term (3-5 year), and short-term (1-3 year) needs.

The scope of this work at least encompassed:

1. Preparation:
   • Expert and supporting staff mobilization;
   • Work plan preparation;
   • Methodology sharpening;
   • Data and survey design requirements stock-taking;
   • Initial study of urban area infrastructure development concept based on literature and practical experience of other succeeding countries;
   • Collection of initial data on planned region.
2. Implementation of the survey by optimizing secondary and primary data when needed:
   • Collection of secondary on various related institutions;
   • Collection of primary data to complete secondary data availability;
   • Collection of policy documents/prior studies related to similar work;
   • Procurement of images and map processing;
   • Data processing and structuring;
3. Analysis of PUPR infrastructure development requirements that support urban area:
   • Analysis on national policy (basis policy), province, and district/city related in urban area development such as RPJP 2005-2025, RPJMN 2015-2019, Island/Islands Spatial Plan, Province RTRW, District/City RTRW;
   • Analysis on area position in regional constellation;
   • Analysis of all urban physical/morphology embodiment that is built environment including PUPR and non PUPR infrastructures, also the city form and structure, and the growth trend;
   • Analysis on strategic/prioritized area/sub area potency, both the economic and social capital infrastructure potencies and determination of strategic/prioritized area/sub area;
   • Analysis of Regional Development Direction;
   • Analysis of Carrying Capacity and the Capacity;
   • Analysis on Demography and Spatial Intensity;
   • Analysis on Infrastructure Development Requirement Stipulation;
   • Analysis on Program Integratedness and Infrastructure Development Synchronization; and
   • Analysis on Financing Source and Economic/Investment Feasibility.
4. Formulation of development plan together with policy and indication of PUPR infrastructure development program. Formulation of Policy and Strategy;
   • Formulation of Strategic/Priority Area/Sub Area;
   • Determination and Stipulation of Key Performance Index (KPI); and
   • Compilation of Area PUPR Infrastructure Development Plan and Program Indication.
5. GIS Spatial Database Management System Computer Program Package.
6. Formulation of Pre-DED in Priority Area together with the 3D design.
