The objective of project is to realize the implementation of national spatial arrangement through the development of Spatial Planning Capacity to encourage the realization of spatial structure and pattern as one of national strategic area to realize the Sarbagita Metropolitan Area that is safe, comfortable, productive and sustainable in accordance with Law Number 26 of 2007 on Spatial Planning.
The purpose of this activity were to :
- Complete and complete the drafting of Presidential RTR Regulation of Metropolitan Sarbagita area agreed with stakeholders to be submitted as Presidential Regulation which is expected to become an umbrella / legal basis for spatial planning, space utilization and control of spatial use in Sarbagita Metropolitan Area.
- Formulate synchronization of space utilization program contained in Spatial Plan on Sarbagita Metropolitan Area.
- Developing a spatial utilization control instrument for the Sarbagita Area in the form of formulation of licensing mechanism for development that is cross sector / region, formulation and incentive and disincentive mechanism in the realization of RTR of Metropolitan Sarbagita Area.
- Development of institutional capacity for spatial planning to Regency / City Government in the preparation of Regency / Municipal RTRW with reference to RTR of Metropolitan Sarbagita Area including synchronize program in Province, Regency and City.
The Scope of activity consists of:
- Identification Phase:
- To update the data and information related to the Sarbagita Regional Spatial Plan and its Raperpres in the framework of the completion of Raperpres RTR of Metropolitan Sarbagita which has been agreed together with the stakeholders to be submitted as Presidential Regulation.
- Identification of material needs relating to material materializing synchronization of space utilization program
- Identify the needs of materials related to the control of space utilization.
- Identification of content / material of Regency / Municipal RTRW in Sarbagita Area
- To establish understanding of the purpose and objectives of the activity
- Develop work plans and follow-up activities
- Primary and Secondary Data Collection
- Compile list of data and survey techniques in finding information such as: The financial capability of each Local Government in Sarbagita Area; The existing forms and licensing mechanisms at the provincial level of Bali as well as at the Regencies / Municipalities in the Sarbagita Area; The form and mechanism of incentives and disincentives that have been done in the Sarbagita Metropolitan Area; Forms of sanction in the Sarbagita Metropolitan Area; Institutional form and capacity for spatial planning in the Sarbagita Metropolitan Area; and Other Data.
- Collecting and updating primary and secondary data related to RTR Registry material and Raperpres when needed
- Conducting primary and secondary data collection related to institutional and stakeholder related to spatial arrangement in this region.
- Reviewing issues and issues related to institutional arrangement of spatial arrangement in Sarbagita area
- Collection of programs related to the Sarbagita metropolitan area.
- The collection of data related to the material of spatial use control instrument (zoning regulation, permit, incentive and disincentive, sanction)
- Rural / Municipal RTRW collection being revised
- Stage of completion and completion of draft of Presidential Regulation RTR of Metropolitan Sarbagita
- Conducting internal deliberations of the Directorate General of Spatial Planning
- Conducting interdep discussion (BKTRN) Center and with agencies in the area of consignment and meetings both at the center and in the regions
- Conducting harmonization and synchronization activities in the Department of Law and Human Rights in the form of consignment
- Conducting socialization at the central and regional levels to generate agreement
- Phase of Preparation of Synchronization of Sarbagita Area Exploiting Program
- Prepare and synchronize space utilization programs based on the prepared RTRS RTR Sarbagita.
