Australia International Development Body (AusAID), in cooperation with Government of Indonesia (GOI), established Australia Indonesia Partnership for Reconstruction and Development (AIPRD), where AusAID is preparing financial facility in the form of grant and soft loan. Part of the fund is allocated to support Australia Indonesia Primary Education Program (AIBEP), where AusAID has appointed CARDNO ACIL Pty. Ltd as Managing Contractor Program Management (MCPM).
Ministry of National Education (MoNE) is one of Block Grant recipient. This grant will be used to implement the development of USB/SATAP. For Budget Year of 2008, the program of USB/SATAP development will encompasses 26 USB and 35 SATAP spread throughout.
The scope of USB/SATAP development encompasses new building construction and or rehabilitation of existing buildings and procurement of furniture of teaching and learning equipments, and the development of learning and teaching system. The development of 61 USB/SATAP shall be finished in the period of 7,5 months started from the CDC’s work commencement so the schools will be ready to be operated on academic year of 2009.
In the implementation of USB/SATAP development, starting from planning, construction work implementation, supervision and controlling, until the handover and arrangement of maintenance activity, shall involve active community participation. Formal body for the community participation is Construction Committee of USB/SATAP (KPUSB/KP2SATAP) which will be formed and developed in each USB/SATAP.
The scope of advices and reports should be submitted by CDCs encompass all of development activities of 61 schools starts from the stage of socialization, planning, construction implementation, supervision and control, to hand-over of the work, which are in more detail, as follows;
- Socialization, i.e. disseminating the information regarding the program vision and mission, mechanism and procedure of implementation, in the view of building the same perception regarding the program for all related communities, and at once as the effort to build openness and encourage community active participation in each program stage.
- Training/Workshop, i.e. providing the knowledge and technical skill to sustain the smoothness of each CDC’s member team and USB/SATAP Construction Committee assignment implementation.
- Survey, i.e. conduct the activities of data collection in the field, both through interview, questionnaire completion, field observation, and secondary data collection in facility and infrastructure development plan, and school (school) development plan.
- Analysis, i.e. for data processing activity to ensure that the USB/SATAP is meeting the program criteria, and to find out the factors to be the basis of facility and infrastructure development plan arrangement and school (school) development,
- Plan formulation, i.e. the determination of facility and infrastructure development plan, and school development plan.
- Institution formation, i.e. assist in the formation of KPUSB/KP2SATAP comply with the determined provision, and provide the building so that the institution can effectively and efficiently functioned as community aspiration institution.
- Technical Assistance, i.e. providing guidance to KPUSB/KP2SATAP in arranging and running the implementation of all program stages, started from the planning, construction implementation, supervision and controlling, and handover and maintenance
- Discussion, i.e. the meeting involving the stakeholders to formulate the problems and formulate best solution alternatives. This activity is also aspiration forum for the community, and therefore it is the good accommodation to build community active participation.
- Motivation, i.e. encouraging and motivate the caretaker and the members of USB/SATAP Construction Committee to implement the task and responsible proactively so the institution can be run according to its function.
- Mediation, i.e. conducting mediation task and finding solution alternatives when there is disputes between stakeholders related to BG USB/SATAP implementation.
- Supervision and Investigation, i.e. assist in supervising all related stakeholder activities in the field in preventing Corruption, collusion and nepotism conducts or other conducts inappropriate with the Guidance.
- Monitoring and evaluation, i.e. reporting the step by step of program implementation to MoNE, the problems faced, and provide the advices for correction of the program in the future.
- Liaison, i.e. as the connector of information flow between the related stakeholders, started from location, sub-district, district to central level.
- Coordination, i.e. the activity to integrate, justification of various activities toward the similar purpose.
- Quality Assurance; i.e. the activity to ensure that the work result is appropriate with the quality plan determined (complying with guideline).
