The Block Grant (BG) Program of MoNE is aimed at providing expanded access to year 9 compulsory educations by 2008/2009. The Directorate of Junior Secondary Education will carry out the Block Grant Program for MoNE: by construction of New Junior Secondary Schools (Unit Sekolah Baru – shortened USB) and One Roof Elementary-and-Junior-Secondary School (simplified to ‘one roof school’ or SD-SMP Satu Atap) – throughout provinces in Indonesia. One of the program’s special objectives was “Improving the capability of institution, apparatus and community surrounding the school in coordinating and empowering the community to implement development program”.With the Completed USB construction in the area where they needs and filled with students who will improve APK in kecamatan where the USB located that in finally will contribute in inprovement of national APK. Improvement of institutional capability, official and community around the School in coordinating and empwer community to implement development program in the education field. Improvement of the role and participatory of community in planning, implement development, manage and maintain USB. Development program implementation in accordance with the procedure as described in the Implementation manual and technical manual.
