Implementation of Capacity Building Action Plan (CB-AP) in the South Sumatera Province of the Sustainable Capacity Building for Decentralization (SCBD) Project

Since the introduction of the decentralization Laws No. 22 and 25 of 1999, Indonesia has been undergoing a far-reaching political and socio-economic transformation. The ongoing decentralization initiative represents an ambitious process of governance reform.

In order to support this process, the Sustainable Capacity Building for Decentralization (SCBD) Project will support local governments to develop effective strategies for capacity building and provide financial and technical resources to implement an investment program in relevant sectors over three years.

The objective of the Project are to assist the CPMO in implementation Framework (capacity building policy, strategy and planning to meet performance targets including additional base line and monitoring systems, performance indicator and consumer satisfaction survey), Institutional strengthening (legal and regulatory environment, management systems), Human resource management (HRM systems and methods), Human resources development (training and education), Financing and budgeting (sustainable systems) and A Gender action plan forms an integral part of the CB-AP. Satisfaction survey with customers (Business World), Customer Satisfaction survey (Community) and the Performance Audit survey of local government officials as well as training for local government officials in the areas of Introduction to Aspect / Equality / Mainstreaming Gender, Poverty Alleviation and Social Safety Network

The scope of the project were to :

  1. Review CB-AP and discuss the required changes as set out by the National Capacity Building Review Board with the local government.
  2. Amend the CB-AP in consultation with the local government (overall process to be assisted by SCBD Field Team and supervised by CPMO and SCBD Core Team).
  3. Design the first Implementation Programme (‘Detailed Implementation Program for Year 1 and Draft Program for Years 2 and 3’) in consultation with the local government. The first of these Detailed Implementation Programs will be annexed to the Inception Report via a memorandum process.After approval and signature of relevant documents, the detailed implementation programs are used as the principal schedule of work to implement the contract – always subject to the costs and quantities agreed at contract negotiation.
  4. Supervise and manage implementation of the first annual program.
  5. Design the second Implementation Programme (‘Detailed Implementation Program for Year 2 and Draft Program for Year 3’) in consultation with the local government. This will be annexed to the First Annual Report via a memorandum process
  6. Supervise and manage implementation of the second annual program.
  7. Design the third Implementation Programme (‘Detailed Implementation Program for Year 3’) in consultation with the local government. This will be annexed to the Second Annual Report via a memorandum process
  8. Supervise and manage implementation of the third annual program.
