Penyusunan Strategi Pembangunan Permukiman dan Infrastruktur Perkotaan (SPPIP) Kabupaten Minahasa Selatan

The objective of this project was facilitating city/district stakeholders in implementing the compilation and produce SPPIP documents through discussion processes to reach development strategies agreement that were integrated and sustainable as the reference for respective city/district development.

The scope of the project encompassed:

1. Undertake consolidation with all stakeholders in the process of developing common purpose and work plan, compilation of SPPIP documents (in minimum, involving  expert team, pokjanis, Provincial technical team, all provincial work unit in human settlement field, representatives of Central Coordinator/Regional Coordinator of SPPIP)
2. Prepare the material for stakeholders to actively take part in following socialization, compilation of SPPIP that will be coordinated by central team related to position and function of SPPIP in the process of urban development implementation.
3. Undertake the study on policy, strategy and program of regional development based on related policy available and to be the reference of development implementation by Regional Government.
4. Undertake the study on settlement issues and urban infrastructure, and potencies, problems, opportunity and challenges that will be faced in urban development and the urban settlement.
5. Implement pre FGD with Provincial technical team, related work unit and pokjanis to make available fixed material to discuss and obtain input/agreement in FGD to be undertaken.
6. Produce the indication of urban development direction and the development of settlement and urban settlement infrastructure.
7. Together with urban stakeholders to produce the objective formulation and urban settlement development based on city/district vision and mission compiled and stipulated by related regional government.
8. Together with urban stakeholders producing settlement development strategy formulation and urban settlement infrastructure.
9. Together with the stakeholders to produce the criteria formulation and priority settlement area determination and priority settlement area profile.

11. Analysis of the correlation of settlement development strategyand urban settlement infrastructure needs in urban development management scheme.
    1. Analysis of the consequence of the strategy applicationon the compilation of settlement development and urban settlement infrastructure program.
    2. Formulation of settlement development program and urban settlement infrastructure (in urban scale and area scale) as the direction for mid-term settlement development and urban infrastructure investment.
    3. Analysis on the impact of settlement development program applicationand urban settlement infrastructure.
12. Prepare the progress report and achievement in the process of SPPIP compilation as the material for pokjanis to expose and discussion of activity performance on SPPIP colloquium delivered on colloquium activity that will be coordinated with central team.
13. Facilitate the stakeholders in implementing public consulting to capture the input on the formulation of settlement development strategy and program and urban settlement infrastructure.
14. Facilitate Pokjanis in implementing dissemination of the agreement on SPPIP formulation to related office/agency and other stakeholders in respective city/district.
