The objective of the Technical Guidance Activity of Zoning Regulation Compilation in Java and Bali region was the following:
a) Provide the substance completeness evaluation support of draft technical material and draft regional regulation of District/City Zoning Regulation that has been compiled/are compiling by regional government;
b) Provide technical knowledge supply and stock taking the issue and problem regarding the compilation of District/City Zoning Regulation to district/city apparatus in Java and Bali regions; and
c) Undertake technical assistance in the compilation of District/City Zoning Regulation pursuant to the Guidelines of RDTR and City Zoning Regulation Compilation.
The scope of this Work were the following:
- Preparation stage
a) Undertake experts mobilization preparation
b) Compile work plan and prepare technical guidance and technical assistance scenario (TA, material concept and methodology) in the view of zoning regulation accomplishment.
c) Undertake assessment that may illustrate additional material needs for the improvement of technical material and draft zoning regional regulation until the process of substance approval application.
d) Undertake literature study on newest legislation in spatial plan and sectoral legislation needed in zoning regulation compilation.
e) Prepare the material in the view of technical guidance (bimtek) and assistance (zoning regulation clinic) in the form of bimtek module.
f) Compile inception report and presentation slide show. - Implementation stage
a) Implement Focused Group Discussion (FGD) in the view of Urban Region Selection (BWP) that will be the locus of activity, compile and agree upon the implementation plan and Zoning Regulation Compilation Bimtek activity target in Java and Bali regions together with regional government.
b) Undertake zoning regulation compilation technical assistance series in the region, including the implementations of 2 (two) Focused Group Discussions (FGDs) as part of zoning regulation compilation process. In this period, there were 4 (four) experts assigned to live at the region as technical assistant in zoning regulation compilation.
c) Undertake 2 (two) Zoning Regulation Compilation Accomplishment Clinic in the view of undertaking the accomplishment and agreement of draft technical material and District/City Zoning Regional Regulation.
d) Implement Workshop on Technical Guidance of Zoning Regulation Compilation in Java and Bali regions by inviting district/city governments in Java and Bali regions that were implemented for 1 (one) day in Kota Surabaya (East Java Province). Workshop was held to:
i. provide material provision related with zoning regulation compilation;
ii. develop material of case studies (best practices);
iii. stock-taking on status, strategic issues and problems/obstruction of District/City Zoning Regulation accomplishment; and
iv. socialize the process and result of Zoning regulation compilation technical guidance activities in Java and Bali regions;
v. undertake the exercise of zoning regulation compilation process based on RDTR and Urban Zoning Regulation Compilation Guidance.
e) Undertake evaluation on the implementation of Zoning regulation compilation Technical Guidance in Java and Bali regions.
